Spending on Finland's well-developed health care system accounts for about 10% of the state budget. Every Finn is legally guaranteed access to a local health center staffed by up to four doctors, as well as nurses and a midwife. National health insurance covers most non-hospital medical costs and hospital fees are moderate.
